According to the plan, continue to optimize the subsidy structure of new energy vehicles. Adhere to the guidance of supporting the excellent and the strong, use more subsidies to support the sales of new energy vehicles with advanced comprehensive performance, and encourage the development of high-tech new energy vehicles. Implement differentiated traffic management policies for new energy trucks. Appropriate subsidies shall be given to purchase trucks of 3.5 tons and below or passenger cars of 1.6 liters and below to drive rural automobile consumption.

In order to thoroughly implement the spirit of the central economic work conference and accelerate the implementation of several opinions of the CPC Central Committee and the State Council on improving the consumption promotion system and mechanism and further stimulating residents' consumption potential (ZF [2018] No. 32) and the implementation plan for improving the consumption promotion system and mechanism (2018-2020) (GBF [2018] No. 93), The following plan is formulated to guide enterprises to comply with the general trend of residents' consumption upgrading, accelerate transformation and upgrading, improve the quality and level of supply, create new market demand with high-quality supply, better meet the people's yearning for a better life, promote the formation of a strong domestic market and promote the steady growth of consumption.

 

1、 Take multiple measures to promote automobile consumption and better meet the travel needs of residents

 

（1） Orderly promote the scrapping and renewal of old cars. Release the "five assemblies" of end-of-life vehicles for remanufacturing and reuse according to regulations. Places with conditions can rely on the market trading platform to give appropriate subsidies to the owners of scrapped vehicles with national emission standards of grade III and below who buy new vehicles at the same time. For places where air pollution control measures such as eliminating and renewing old diesel trucks and promoting the use of new energy vehicles have achieved remarkable results, the central government will give appropriate preferential support in arranging relevant funds.

 

（2） We will continue to optimize the subsidy structure for new energy vehicles. Adhere to the guidance of supporting the excellent and the strong, use more subsidies to support the sales of new energy vehicles with advanced comprehensive performance, and encourage the development of high-tech new energy vehicles. Implement the differentiated traffic management policy for new energy trucks, provide traffic convenience and expand the traffic scope.

 

（3） Promote the upgrading of rural vehicles. Where conditions permit, appropriate subsidies can be given to rural residents to scrap three wheeled vehicles and buy trucks of 3.5 tons or less or passenger cars of 1.6 liters or less to drive rural automobile consumption.

 

（4） Steadily promote the relaxation of restrictions on pickup trucks entering the city. On the basis of evaluating the effect of the pilot policy of liberalizing the restrictions on pickup trucks entering cities in Hebei, Liaoning, Henan, Yunnan, Hubei and Xinjiang, we will steadily and orderly expand the restrictions on pickup trucks entering cities.

 

（5） Accelerate the prosperity of the used car market. We will further implement the policy of comprehensively abolishing the relocation restrictions on second-hand cars and strictly prevent the resurgence of the relocation restrictions. For the sale of second-hand cars by second-hand car distribution enterprises, the value-added tax policy applicable to the sale of second-hand goods shall be implemented, and the value-added tax shall be levied at a reduced rate of 2% at a rate of 3%.

 

（6） Further optimize local government motor vehicle management measures. Where the automobile purchase restriction policy has been implemented, the management measures of automobile purchase restriction should be optimized in combination with the local actual situation. Where conditions permit, the abandoned automobile purchase indicators over the years can be appropriately revitalized to better meet the automobile consumption demand of residents.
